No amount of rotating chakra can deflect sound waves, unless you were Temari.

He had trouble shooting Neji a couple times.
And sound travels faster than arrows.

I said Yayuya cause she can summon genjutsu and use the monsters to slice through chakra, and she also has a skill to chain enemies down.
