Two. One to hold the ladder and the second to fly up, change the lightbulb, then kill the ninja holding the ladder.

we dont screw in lightbulbs

It takes one ninja to fill the light bulb full of petrol, screw the light bulb in and hide to watch another ninja turn the light on and burn himself to death! So yes one ninja and possibly a midget to keep him company!
